I think it's plausible. The product is not that great, and there are plenty of alternatives. If a telco thinks there is a risk of Dubber going under, they're going to want to be ahead of that.
And they're not connected to 215 telcos, it's "215 networks and solution partners" according to their website. There is undoubtedly a bit of creative counting going on there (as out of character as that is for them).
