It is there to review the decisions of lower courts and to rule on constitutional issues.
In the case of the Texas petition, it looked at it, and decided that there was no valid constitutional basis for the petition, therefore it is not within their brief .
They make the decisions on which cases are worthy, for obvious reasons.
Just because you decided that the martians had interfered with your access to your porn collection, and you sent a petition to the high court demanding some sort of relief, doesn't mean it is going to happen.
They may well decide that the courts time better spent on other things.
