K, I agree it is looking very much like the Vic Gov is still bullish on BC export however it may be carried out by entities other than those we all once believed.

Above is one link of around a dozen techs from my limited research that are well down the commercialisation track compared to our once perceived favourites.
Brown coal upgrading tech's were considered to be revolutionary and thus very valuable commodities not too long ago.
There are now a string of proven tech's around the world that are operating commercially and it seems that most have interests or are interested in taking on projects in the LV.
With the DPI loop hole stating a demo can be any tech not proven on LV lignite, it is looking more and more like none of the little Aussie battler techs, ie - CHTD or Coldry, will get a look in with ALDP and accompanying Gov blessing.
You will also find that countries like Indonesia, Poland, India, China, the USA & Korea all have commercial plants up and running now in one form or another. Even Mongolia have a plant being built at present.
It will take a very special proposal to get a new unproven tech over the line IMO given the reduction of risk in using a tech already proven on overseas lignite. I am still hopeful Exergen may just get there but my confidence level is a quarter of what it was 6 months ago.
Brown coal itself however will be re-rated as a commodity IMHO. When is the $mill question.
