There is a huge differece between Chinese and Japanese business culture.
In china it is acceptable to trick or decieve and the defacto position is that they assume you are trying to do the same to them.
Just ask anyone in the importation business.
There is some similarity in the concept of "loss of face" but I don't think paying less to get the same outcome would be anywhere near that ballpark
