KKL is not is a strong bargaining position but this is still much better than nothing.
I suspect CSIRO wanted to get the ball rolling on this also to stop the patent getting too old and maybe to have other lesser but more or less functional technologies corner the market before CertainID has a chance.
We will find out the details in due course but at least it does seem there is a reason to keep the lights on now for the time being.
