In this case the term is used in the context that the Chinese company wants to ensure that ADY will be able to deliver what they have promised as per the new contract about to be signed before any Letter of Credit/Guarantee is given to The National Bank.
The Chinese company will inspect the facility, equipment, production methodology, ports etc before any commitment is made.
