I am sorry that you don't understand the pictorial diagram from GEH which CLEARLY shows that GLE technology was to be used for UNF recycling, it also shows that GEH were the ones that were going to do the UF6 conversion of recovered material from that area called Spent Fuel Reprocessing, they even offered their services for doing that to others back in 2007!
My question is -: if they couldn't do this back then, why offer it to others?
BTW that diagram is meant to be read in a clockwise motion.
