dumb axm question for someone

I saw ages ago they flood the market, last year or sometime with so many shares it was scary.

Anyway...the way I saw those events was they we're having problems and it was the turn around solution so I thought they would make progress SP wise.

Are management duds or its a long project?

Sorry I dont know anything about the company or mgmt but I get the vibe the price is going anywhere as the whole company seems to sit around like a opened softdrink after 4 days spurting a few bubbles while it jumps 10 or 20% then nothing.
