"fart smellers" is a most part term for uni students.... one thing I hated about uni was the stench of farters in tutorias and large lecture rooms. ahahhehe
I would put it on Costello though. he wasn't leader/PM but treasurer - Howard held the reins very tightly and "guided", very subtly, his ministers to follow his orders. yet Howard was only relying to balance the whole nation and despite the raising of fees he didn't encourage the hardline business model of total funding "independence" from being a burden on the Govt budget.
this last was down to the next Lib PM (whose mention seems to trigger the defensive supporters).
