dumb & dumber

can any one please tell me........can Some one (directors Board Members) be as dumb as they look at the moment. They are all highly quallified in dealing with purchases & acquisitions or are not. They would subscribe to govt public Gazettes that would highlight any changes in land titles :.........something like national park could not be missed unless they are grisly dumb and dumber. Which brings me back to this "Grand Plan" .........in this case this is the billion dollar question ??????;???
