Companies which are trusts or partly trusts ( like these "Stapled securities" for example ), have to distribute all of certain types of income in respect of a financial year. That, for example, is why CER paid a small distribution last year even though they were in deep dodo.
However there is nothing forcing them to pay an interim dist at this time of the year. They might be forced by the tax law to pay something in august as at june 30, but not now.
They undertook to pay this dist back in November. And they confirmed it at the time the stock went ex-dist on december 23. If they didn't pay it after that, they would lose what credibility they had.
