    Why do you think a decision is coming soon?
    Why should Carpenter make a decision at all if he doesn't need to? If he lets go of his portfolio, the least controversial path is to let the next minister make it. There will be a lot of work to ensure a smooth changeover, so why get involved in something controversial at all?
