Yes the LTI announcement was a VERY good sign imho, not only is it important for a company to look after it's workforce, but low LTI's is a sign of good control of the work process, and good control of the workplace. You just don't get such excellent LTI's unless you are an excellent operator. 6.5 mm hours without an LTI is a truly creditable performance.
I would note however that achieving it in a developing country is apparently not necessarily harder than in Australia. If you've never worked with machinery before and you are given an irreplaceable job, then you are going to obey all the safety rules, esp when you are one of those cute Lao ladies driving the big machinery.
