They weren't "illegals" when they flew in.
It was what might be called a labour scam promoted by agents whereby people who were on visas applied for asylum who had no chance of being found to be genuine. Processing delays allowing them to stay longer and work. It started with Malaysians and was also sold to Chinese as a tactic.
When Dutton was Home Affairs Minister numbers of applications peaked until the borders were closed due to the Covid response.
Some say he should have done more to curtail the practice.
Changes have been made to curtail dodgy migration agents which has also caused tertiary institutions to reduce international student acceptance because the students might be the type to drop out and work instead giving the education facilities a black mark.

Yep ...

My point was they weren't "illegals".

They had a valid right to enter Australia.

What happened after is another story.
