There is no way that Hanlong/China are going to do all of the work and just sit back and wait for the mining permits to be approved, so that someone like Xstrata can come over the top of them.

Hanlong / China have been two steps ahead of the game the entire way, and what Angor532 said makes sense. If Hanlong/China are smart, they will wait until they are 99% confident that the mining permits will be approved, then just before they are approved, they will offer a more attractive non conditional bid to take the company over.
