Howard would have started the carbon price (CPRS), as would Rudd. but Gillard managed to get done, at the instigation of the Greens due to the hung parliament. had Abbott not abolished it all renewable energy installations would have been funded by the biggest emitters, the 205 companies that Abbott included in his Emissions Reduction Scheme, but he enabled the companies to push out more GHG by setting the price of exceeding limits way too high. and he had his own Renewable energy targets (RET).
