Yeah, the answer is Yes. The Coalition's nuclear proposal seems to be designed to create corruption.
For a start, they've identified specific sites owned by specific people that they want to buy. They've ignored whether those sites are technically feasible or desirable - some are on fault lines for example - they've just chosen those sites based on... reasons...
