That's exactly the point .
What we have been doing for decades isn't working . Chucking heaps of money at the problem without actually understanding the issues doesn't work. Listening to the people you are trying to help and the directing those funds to the right areas is the solution.
Successive governments have failed to listen and have wasted huge sums off money . All that money spent and they have achieved very little.
Correctly identifying the issues is crucial.
Labor is at least trying to engage and listen and hopefully improve outcomes.
The Dud and his goons refuse to listen and participate and therefore taxpayer money will continue to be wasted and outcomes won't improve.
