Thanks for agreeing with me that what we have been doing for decades doesn't work .
Just chucking handfulls of cash and hoping that the problems will fix themselves is a failed policy.
Clearly we need to stop doing that and come up with something that is much more effective.
We have spent billions and achieved very little . Who thinks that's a good idea ?
Now that you agree that not listening and just throwing money at them doesn't work , what do you suggest we do ?
Do you think that maybe we should actually go out there, speak to the locals and understand why the old policies have failed ?
