I think what is meant to be said is relating to remote communities. places where a small packet of chips is $5. and vegies cost more than frozen pizza. remote communities probably pay more in GST than the products are worth in the cities.
I would think a better solution is to subsidise transport cost to remote communities so the store owners are forced to charge $5 for a little plastic packet of faux deep fried spuds.
