I believe Dutton is happy with recognition of First Nations peoples in the constitution but not the massive power grab the Voice is trying to reach. Most reasonable people would probably support a recognition in the preamble but not special rights for a minority based upon race. Australia I believe has moved on from such a divisive approach.
