Because they're developing software, which is a very difficult beast to get an accurate forecast on, simply because you don't know if it will work until it works. I've worked extensively on contracts that have major IT and software components that where the design of the software blue print has run WELL over time. You basically get to a point that you're substantially complete, then have to start sifting through the haystack to find the needles; problem is, you don't know how many there are.

I don't think it's all gone wrong, sure, they've failed to meet target, but they haven't made any announcement to say they're abandoning their product because they can't find a solution.
