They most certainly can raise but won't. The question then is why not. Say 1 for 10 at $2 will raise $51M. That with current cash on hand should be enough to re-start the mine? But that also means CEO gotta drop another $10M.
Maybe they are dragging out the FID to avoid the milestone payment? Or perhaps they holding down the SP to be acquired?
