You can say the same for the partner, why would they partner up now rather than wait for results? They are partnering, not selling it. This is why contingent payments exist, the company can negotiate a very good deal that is conditional on results being good. So you'll probably find they don't get much extra from waiting, perhaps just a larger upfront and lower contingent payments. Royalties shouldn't be too different, as those are contingent on the drug being a success.
Good risk management on the company's part as well to lock in the upfront payment before an unknown event. It's why you see companies raise capital before major news events, they are locking in funding in the event things don't go as planned.
