First of all, it was published in May. Before the EOI/Tender. Second, this is their own rollout. It is not linked to the gov or tender. Perhaps they are one of the parties in the EOI? Maybe, we will find out. But to say DXN are out based on this article, is completely wrong, without waiting for the update.
