EV batteries do wear out. They have. lifetime of 6-8 years. Every time they drain they do not re-charge to the same level. That is the nature of batteries. This is why NREL has been doing so much research. Cost to replace is $15,000-25,000US.
A sibling owns a car dealership and buys is used cars at the auctions. The largest inventory of 2-3 year old cars is Teslas for this reason.
