Good question Plough . The Pegasus report sums it up nicely with this ,
" Ruthenium is readily available being a product of platinum mining and refining. Anecdotally there is enough DSC available to cover an area the size of Arizona."
Ruthenium has in the past been considered a nuisance in PGM production ,and can also be extracted from base metal production .
Aside from Ruthenium, there has been some excellent progress on alternative dyes that dont use ruthenium ,so there is every possibility that the dyes may become even cheaper for DSSC . DSSC is in its infancy ,and I expect that there will be lots of refinement and development of dyes ,especially with the technical expertise and resources of companies like Merck now behind the production of dyes .
