No idea, but this is the world of owning pets now. They can and do cost a small fortune to maintain. Years ago if your pet was very sick and you didnt want to take it to a vet you put it down humanely yourself. Farmers still do this I guess but the rest of us are liable to huge fines. If you dont take your pets to a vet when they are ill and they die you can be fined by the RSPCA.
In Qld you cant leave a dog in the back of a ute or car even with the windows down for more than about 20 minutes now.
You cant tie your dog up at home for more than a few hours or its a fine. The list goes on and on.
You have to have pet health insurance when a lot of people dont have their own medical insurance.
