The Chinese are not mincing words and are setting something up for the only game in town.

I think the Chinese (if and when they win the tender - perhaps resulting in a "change of control" event) then they will do so (I am expect comparable valuations vis-a-vis other recently valued Chinese owned African IO assets) with the justification based on official national policy by the Chinese government based on long-term stretegic benefits to the nation.
