NDRC did not translate it in its English version. It is a great possibility that this analysis is worked out backwards to rationalise what NDRC will do next. NDRC was not entirely sure what it needs to do step by step, though strategic approach is consistent, IMO.- a way of 'touching the stones to cross the river'. It looks like now it has every thing ready for its move to support the SDL project.
