The big boys were all holding out for the subsidies, gotta turn a profit you know! They knew it would'nt stand a chance the way it was operating, but if Gov's were going to pay for the majority of installation/unit cost (which they had only just said yes to) then their lethargy would have melted away. I blame Gov's for dragging their feet despite the fine talk of cutting carbon/more renewables/greater reliance on 'small/local' power.
At the end of the day a 4 year term is just long enough to con/rip off/generally screw your countrys people, its obviously not long enough to make a real difference without some cahones.... not seen any ministers with any of those for a very long time.
