Ultra cold freezers are not that expensive. Averaging around the 20-30k for really good ones. Heck, we have 18 of them in our lab! and we are a small facility.
Remember that long term storage is at -80, yes. Short term (up to 5 days at 4deg).
So the logistics will be to keep stocks long term in -80 at the major medical facilities, then weekly move them to the (minor) vaccinating facilities for them to temporarily keep at 4deg.
