Thanks for that, but it doesn't work for me.
I've just spoken to an E*Trade person (after holding the phone for 30 minutes +) - she says there is a problem at present, she doesn't know how long before it's fixed, and in fact she doesn't even know what the problem is.
So now I feel relieved that I'm not alone.
