I don't see any issues with Westpac mobile app. (I didn't try putting an order through tho)

Westpac was however down in Feb for 2 days in a row. And sometimes it goes to manual order processing which takes few to 10 min, sometimes even longer. Especially on heavier than normal volume periods (eternity in Share market)
Cost me a fair bit of money in lost/delayed trades
