Hear what you're saying but it will never happen for a number of reasons.

Tax credits can only be used if the company stays in the same type of business;
No company would want to go near PET because of it's bad name and history;
No company would go near it because of the still ongoing investigations.

It should have been shut down a few years ago when it was holding all the money.
