Mate - its been mentioned already how much the technology has changed from decades ago. Here is an excerpt from @thisfool369 mentioned earlier...

What is special about this technology in particular? It is the advanced detail and work that CXZ has put into this (2-3 years of. development with GM) that is available now due to accuracy of telemetry. Again @thisfool369

So why would GM go with CXZ, they already had GPS, tracking etc for decades? You know why, because CXZ has the advanced customisation and detail required to produce advanced data and diagnostics to allow them to efficiently do fleet management. That is, CXZ specialise in this area of telemetry. GM outsourced this to a specialised company to help them squeeze out every area fo efficiency.

Could other companies do this tech?
Undoubtedly, some big car companies, could do some telemetry, but not at the level of detail of CXZ. They focus on making cars etc. They need a specialist, cxz does this for them.
Could other tech companies do this? Perhaps, however as mentioned already it has taken CXZ - 2-3 years with a team focused on this to produce what GM want, there is a level of stickiness/connectedness already. This kind of software is not just thrown together and plugged in after a week.

After further growth within the GM system is done and other OEM are approached, (with their GM experience) you don't want to be on the sidelines, it will be too late.
