Yes it’s Beijing. But their priorities relate to China’s economic needs and pressures. ; EM is fully funded by the Chinese government because it is a long- term geopolitical priority for them .( see my earlier posts) …. they are not concerned with outsiders. In that regard, this is apparently an administrative and beaurocratic process whereby they determine the priorities. AKP seemingly is not ..but EM is . there are millions of companies and individuals in the queue…
