My take ...uneven wafers generate noise. This can be corrected using algorithms, but this slows down the production process, thereby increasing costs per unit. I think EM have been working on this issue for six months. They seem to believe that the requied tolerance level is attainable because they have committed additional resources including 2 extra fabs.
