I don't think that EM actually own any fabs themselves. They just farm out that part of the work. They are building a packaging facility, and they likely do some design, but that's all.

They state that they are a Community Integrated Device Manufacturing (CIDM) company. The key word being "Community." They will be contracting out the fab work and are not fully in control of the schedule. Possibly this is the cause of the delays and uncertainty in the current schedule.
