In the opening and closing auctions the highest bids and lowest offers are transacted first.
e.g. there will have been some daytraders participating (buying 1.9/selling 2.0) and they do not want to hold overnight... so if they have a parcel like the offer at 1.8 (141,590) they know they will get the sale.
If they instead set the price at 1.9 there is some chance another order gets in front of them.
