Bobbin: the only halfway humane solution is to make peace in the Middle East and return all those people who are unhappy in Europe or do not abide by its laws or refuse to integrate, which will be quite a substantial number. Many will be returned or return voluntarily, perhaps with some new knowledge and know-how and as happened before and their cities will be re-built, partly with Western aid - again - and some people will yet again make huge profits.
Mogga and Bobbin: As for Count Dracula: yes, he was cruel, did impale his own peasants who had deposed and killed his father who was the local overlord, whilst he was a young prisoner of the Turks - and took revenge on his peasants impaling them on stakes, a method he had learnt from the Ottoman Turks (and he also had some traumatic experiences whilst there as a hostage); later when Sultan Mehmet tried to invade 'his' country which was today's 'Walachia' he impaled hundreds of Turkish prisoners along the path of the invading army, which was so traumatised by the sight, that Sultan Mehmet decided to move his army West, mainly to Hungary, eventually Vienna.
Vlad used this method of punishment for even the most minor offenses by 'his' peasantry also, eventually having such an honest and law-abiding citizenry, that he could leave a golden cup exhibited in the market place and no-one would touch it.
Stoker's research on Dracula was done in a London library, which information was based on Western fake news (the Saxon merchants didn't like Drac's trade restrictions and they were the ones having invented and owning the new printing press, so they printed countless stories of his cruelties - 'propaganda' news has a long history).
All a little beside the point, but part-supporting your story and also that some of the new 'settlers' have trouble comprehending our humanitarian laws as they come from cruel laws and equally cruel life experiences, and also expecting too much, as humans are wont to do all over the world.
I don't think there will be another 'crusade', but as shown in one of the videos I saw on Hotcopper; Western men will form vigilante groups and begin patrolling bad neighbourhoods - this will get out of hand from time to time, but I hope that our laws will prevail; some of these troublemakers and also some who cannot abide by our way of life will be returned to their countries of origin - but peace has to be established in those places first of all.
