Jermaynew, HDR have approx 10x the exposure to Mauritania than ROC. ROC's market cap is $300 million and HDR's is $1400 million. So based on Mauritania alone ROC are expensive in comparison but throw in HDRs other acreage which appears more appealing than ROCs, HDR look even more attractive.
