The article above is a great read (if that is your thing) about what the DOE does and plans to do with the various materials it owns.
DOE has signalled to the market for some time that it will release on the US uranium market, no more than 10% of normal supply. The uranium market is fully informed and know whether new supply is warranted or not.
The DOE plans from 2014 through to 2033 include the Paducah enriched tails (fig 3.1). The processed tails won't be released onto the market until 2020.
GLE don't yet know when they will build a standard uranium enrichment plant due to current short and mid term over supply of enrichment services. They do know they can build a SILEX plant to process the Paducah tails, but this won't need to be fully operational until 2020.
It make sense to consolidate and pace their developments in line with the Paducah timeline.
