Spot on win128, and the reprocessing they speak of in those documents are using either PUREX or MOX technology, and I believe they would be much dearer, that is why the DoE want to look at a new alternative at Savannah River.
One of the technologies they will be looking at IMHO is LIS (Laser Isotope Separation).
I believe that technology uses an electro chemical reaction to separate the Pu combined with some other actinides from the Uranium and some actinides as well, leaving the actinides in the Pu mitigates the possibility of someone stealing the Pu, the recovered Uranium is called RepU which has to be either enriched to a higher degree to overcome the other actinides mixed with it , OR,I believe they will just extract the Uranium (either LEU or HEU) away from the other actinides, I believe that will be far cheaper than what they are talking about in those documents which use other methods to achieve this, and the wastes they will have to store long term, is for a much shorter period i.e. 300 years, as against over one million years, and the amounts are also much much smaller, it would have to be cheaper using the PRISM, ARC, and Uranium recovery method compared to PUREX or MOX.
