"I can't see Labor making enough changes to make a difference". ..... in this I can certainly agree. Albanese is being very cautious (mostly) and sticking to the plan the Labs developed prior to the election - doing only what they have a mandate for and little more.

they're still working on a small target campaign strategy. they need to take university and TAFE funding to the next election and reduce the universities dependence on o/s students.

ADDIT: thats what the Labs seem to be working toward. Albanese has already laid the groundwork by announcing the need for universities to build more accomodation for students. or be limited to a smaller number of o/s students.
