I think a point that might be lost on some of the newer folk here is that in order for the ODC to grant a variation to a license to expand production the applicant (ECS) must prove (via contracts) that it is doing so in order to meet the contracted demand.
In plain speak, ECS already has contracted sales for all of the additional cannabis it will be growing.
