The $4 million might be part of a bigger package of funds for a multitude of projects. ECT's funds represent a small part of the bigger package they are trying to organise (through a financier or group of).
If there is a delay with this procedure, they will fork out $6 million from their own coffers to ensure ECT are not at commercial risk of running out of funds.
The penny just dropped and it makes perfect sense to me now...
A very good announcement and people should take the time to read it a few times.
