There is really no point doing a consolidation.. in fact, it would probably harm value as $0.001 is a floor... It can't go lower. That is, if you do a consolidation, and the share price becomes $0.10, it will probably end up back at $0.01 or lower. Has the company ever released anything to suggest how shareholder value will be created in light of the current balance sheet structure?
