It was an exercise in monumental political stupidity. Attempt to implement a policy (The Voice) through the only mechanism available to you that will see it not introduced (a referendum). The absurdity was that the opposition actually supported it by way of legislation (their support wasn't needed, but they indicated they would give it). The only mechanism through which Albanese could have failed to have his central plank of indigenous policy defeated was the path he chose to go down. Had he simply introduced it (The Voice) it would already have been operational for 18 months, with whatever benefits (or failures) it might produce starting to flow through.
