That really is poorly finished concrete and poorly cut expansion gap. If on university grounds to have such a poor non slip surface is poor form and stuffed surface drainage Looks lie it is min 80mm thick and probably 100mm on not prepared soil that was turfed
Not sure what contractor doesn't prevent vehicles and mowers driving on pedestrian paths by leaving forms and barriers in place but with the 100mm step up that is a vehicle on green concrete or large surface shrinkage from poor finishing and water in mix or wrong mix in high / low temperature environment Like to see if the mesh is in the top , middle or bottom of that path or if they put any in and if it is really 25mpa for starters.
